District Labour Offices


All officers in the districts are responsible to the district labour officer, whose main duties are:

1. Providing Advisory Services on Grievance

• Registers labour related grievances for record
• Investigates labour grievances and takes appropriate action in order to resolve the reported      grievances.
• Compiles a report of labour related grievances on monthly basis, in order to have information available for compilation of annual reports.


2. Enforcing Labour legislation

• Supervises integrated labour inspections at work places in order to ensure compliance with labour legislation.
• Represents workers rights at the DDPR and /or Labour Court in order to enforce labour legislation.
• Initiates prosecution of labour related criminal offences in order to ensure compliance with labour legislation

3. Monitoring of Employment Services Activities at the District Level

• Plans and executes collection of labour market data in collaboration with the Chief Labour Statistician for purposes of planning and policy formulation.
• Advises the Director of National Employment Services on employment certificate applications.

4. Tracing and Authorizing Payment to Beneficiaries

• Authorizes payment of estates, pension and compensation monies and other in order to ensure legitimacy of transactions.
• Signs cheque of the Workmen’s Trust Fund in order to facilitate speedy payment of beneficiaries.
• Informs beneficiaries about the availability of their money held in Trust so as to ensure speedy payment of such monies.
• Verifies correctness of reported occupational related injuries and diseases in order to ensure legitimate processing of compensation.

5. Administration and Supervision

Prepares annual budget for the district for inclusion into the overall ministerial budget.
• Prepares district operational plan for efficient and effective running of the office.
• Appraises supervisees on quarterly basis in order to evaluate their performance.
• Maintains adequate availability of both financial and non-financial resources to enhance efficiency of the office.
• Liaises with Human Resource Manager for preparation of the annual training plan at the district level for development of the staff.
• Maintains discipline by ensuring that all officers under his/her supervision adhere to the code of conduct prescribed for public officers.
